PUA proposes that UN flights should take passengers to three or four countries (Tunisia, Algeria, Morocco, and Turkey) from which they (passengers) can board connecting flights to their final destination. The primary factors in this consideration were: (a) avoiding the airspaces of Israel and Egypt; (b) flying over Gaza’s regional waters, as well as international waters over the Mediterranean. There are several agreements surrounding the use of the Euro-Mediterranean skies that can be helpful and relevant in determining flight paths to and from Gaza via airspace above the sea. The proposed routes should also be used by cargo aircraft heading to or leaving from the strip.
